Operator licence vs vehicle licence

An operator licence authorises a company or individual to provide a service. A vehicle licence authorises a specific vehicle to operate under that operator.

Who must hold an APAD operator licence?

Any company or individual operating a vehicle for public passenger transport or commercial goods transport must hold an APAD operator licence.

How to apply for an APAD licence

Licence applications are submitted online through iSPKP at iportal.ispkp.gov.my, or in person at any APAD regional office.

Types of licences issued by APAD

APAD issues four main licence categories: goods carrier, bus operator, e-hailing brokerage, and taxi.
